The government of Edo State has announced that as of March 31st, any church, mosque, event centre, club, nightclub, or other public places that do not instal soundproof materials would be shut down.

Facilities have been receiving notices from a task force comprised of officials from the Edo State Ministry of Physical Planning, Housing, Urban and Regional Development (MPPHURD) and the Ministry of Environment and Sustainability, informing them that they have 90 days to instal soundproofing materials.

Following a meeting on October 31, 2022, between government authorities and the owners of businesses that need noise control, this action has been taken.

Soundproofing Requirement for Your Property” notices have been delivered to property owners in Benin City, including those of hotels, lounges, clubs, pubs, churches, mosques, and event centres.

The notifications, according to a statement released by Isoken Omo, Commissioner for Physical Planning, Housing, Urban, and Regional Development, express the agreement reached by the stakeholders on a March 31, 2023, deadline for compliance.

She mentioned that there is a 90-day grace period for the facility owners. Soundproofing standards and materials, as well as the Ministry of Environment and Sustainability’s role in giving additional advice on soundproofing regulations, are outlined in a brochure included with the notifications.

The National Environmental (Noise Standard and Control) Regulation Law F.R.N Part V General13-1308 17 – (2) and the existing Town Planning Laws mandate measures to reduce noise from such facilities to an acceptable level. It was essential when MPPHURD began getting numerous petitions and public concerns.
