Obaland magazine learned about The Sostegni bis decree (Support ) provided for an additional 4 shares of Emergency Income implemented by the Italian Government for the months of June, July, August, and September 2021. It was stated that the deadline for applications for these new monthly payments is set at July 31, 2021: This new degree applies to families in economic difficulty, are prompt for application due to coronavirus, for those who have not been able to benefit from other emergency bonuses. If they meet the requirements, families will receive from a minimum of EUR 400 to a maximum of EUR 800,which can only be raised to EUR 840 if they have serious or non-self-sufficient disabled people.
Emergency income, Extension
The implementation of the extension does not apply to everyone: in support bis, the extension of the benefit to the unemployed who have finished collecting other supports like “naspi” is not yet confirmed, as provided for in Sostegni 1. For those workers, that have progressively reduced in unemployment benefit in the months following the fourth until the end of 2021 has been eliminated.
Acordind to the Qui Finanza newspaper ( quifinanza.it) state that “It was the Sostegni decree n. 41/2021 that extended the Emergency Income to naspi holders who expired between 1 July 2020 and 28 February 2021, with simplified requirements and provided that the Isee (declaration) limit of 30,000 euros was respected. The measure had led to the mechanism for extending the unemployment benefit being exceeded.
Article 36 of the Support Bis provides only for the extension of the Emergency Income. The simplification of access to the Rem by former Naspi holders is therefore removed and there is no provision for the extension of the unemployment benefit, which has come to a natural end.
How to apply for Emergency income.
It has been notified that the Families applying for Emergency Income for the first time must submit their application through a model prepared by the Inps, while families that have already received this support in the past do not need to resubmit.
Application has different category of submitted:
- online on the Inps website, through the dedicated service, authenticating with your credentials;
- through the services offered by CAF and Patronato.
Qui Finanza newspaper also stated in whatever mode is chosen, at the time of requesting the Rem it is necessary to be in possession of the Single Replacement Declaration for Isee purposes, ordinary or current. In the case of the presence of minors in the family, the juvenile Isee can be presented, while the Isee attestation referring to the small group is not valid.
Emergency income, how much
The economic benefit of the Rem is determined by multiplying 400 euros by the corresponding parameter of the equivalence scale.
The amount of the economic benefit may not exceed EUR 800per month, except where the equivalence scale is increased to EUR 2.1.
The equivalence scale is equal to 1 for the first member of the household and is increased by:
- 0.4 for each additional component over the age of 18;
- 0.2 for each additional minor component.
The scale can reach the maximum threshold of 2. In the event that there are members in the household with serious disabilities or non-self-sufficiency, as defined for ISEE purposes, the maximum threshold is raised to 2.1. The equivalence scale does not take into account persons who – at the time of filing the application – are in detention or are admitted to long-term care institutions or other residential facilities borne by the State or other public administration; the presence of a component in such conditions must be self-declared in demand.
Below are some examples of the calculated monthly value of the Rem, in relation to the composition of the household:
- One adult: equivalence scale 1,400 euros
- An adult and a minor: equivalence scale 1.2, 480 euros
- Two adults: equivalence scale 1.4, 560 euros
- Two adults and a minor: equivalence scale 1.6, 640 euros
- Two adults and two minors: equivalence scale 1.8, 720 euros
- Three adults and two minors: equivalence scale 2, 800 euros
- Three adults and two minors of whom one component is severely disabled: equivalence scale 2.1: 840 euros
